Can we charge VAT on NBT?

Most of companies are charging VAT on NBT on their invoice. Any written document to justify this practice.

You should charge VAT on NBT. Because any amount before the VAT is part of the taxable supplies.  If you dont charge VAT on NBT then you have to pay it out of your pocket.
