Can you give me an advice on VAT liability on motor cars?

Question

We are going to dispose a motor car used for travelling purpose which was purchased in 2011.

Can you please explain whether we are liable to pay VAT on this?

I asked this from IRD. They advice me to pay VAT if the vehicles were purchased before 23.10.2014. If the vehicles were purchased after that date, VAT is not applicable.
