How to calculate NBT & VAT on Letters of Credit?

We understand that at issuance of LC, VAT and NBT is applicable on SWIFT charges recovered and on commission at issuance of Shipping Guarantee by a bank. If so please confirm and advise how the VAT & NBT amounts are to be calculated.
