Some suppliers charging 2.04% NBT for their invoice. Is it correct?

It is correct. Anyone can charge NBT from customers including the cascading effect. Customers can or can not accept it. It depends on customers' bargaining power. If you dont want to pay NBT, you can find another supplier who does not charge NBT from the customers.
